日本から参りました特定失踪者家族会(FAMP-DPRK)の森本美砂と申します。昨年もこの場に立たせていただきました。貴重な機会をいただけますことを心から感謝申し上げます。今から42年前にいなくなった双子の姉山本美保の状況は、昨年申し上げたまま変わらず、姉も私も私の家族もそれぞれ1つ年を重ねました。20歳で失踪した姉もすでに62歳となり、北朝鮮の地で健康に過ごしているのかとても気がかりです。 私は日本において、北朝鮮に拉致された疑いを否定できない失踪者である「特定失踪者」の家族会の一員で、事務局次長をしております。私の姉のように若い時に理由もなく失踪したきり、何十年も消息の分からない北朝鮮の拉致が疑われる失踪者は、警察の発表で869名存在します。民間の組織である特失踪者問題調査会に調査を依頼した470名の中で、姉は特に拉致の疑いの濃厚な失踪者と言われております。
一昨年、特定失踪者家族会では、特定失踪者問題調査会や警察に届け出があり公開された535名のリストを作成し、この作業部会に提出させていただきました。元々は、2018年ICC国際刑事裁判所に北朝鮮による拉致を提訴しようと作成したリストであり、より失踪の状況や目撃情報などを入れた詳しいリストを一昨年から作成してきました。現在一人の消息が分かったことから、リストは534名になっています。
リストを作りながら様々なことが見えてきました。534名のうち10代~30代の若者が90%を占めること、学生を中心に進学、留学、就職、転職など人生の岐路にある時に多くの人が失踪していること、職業では、多い順に船舶・漁業関係、土木・建築・電気関係、金属・機械・造船関係、教職・公務員・銀行関係、食品・飲食・旅館関係、美容・衣料品関係、医療・医薬関係、運送・運輸関係、電話交換・ビル管理関係、農業関係、自衛隊関係、印刷関係、電力・動燃関係と、何らかの技術を身につけた人間が多いということ、海に面した地域ばかりではなく日本全国から失踪していること、失踪後カバンなどの所持品や車が自宅から遠く離れた場所に放置されているケースが多いこと、自宅に無言電話が何度もあったことなどです。姉も海のない山梨県に住んでいましたが、大学受験の勉強していた時に図書館に行くと言っていなくなりました。数日後、家から270km離れた海岸にカバンが落ちていると警察から連絡があり、現地で手がかりを探しましたが何も見つかりませんでした。半年後無言電話がかかってくるようになり、4年間で15回不審な電話がありました。
2002年に北朝鮮の金正日総書記が拉致を認め謝罪しましたが、5人の被害者とその家族を返しただけで、日本からの多額な経済援助を目論んでいました。人権重視の考えがないことが分かりました。この30年余りの調査で、拉致の真相が次第に明らかになってきました。作業部会でも求められた、北朝鮮による犯行という確かな証拠を提示することが非常に困難であったことです。拉致は海のない県からも行われ、各地域に土台人がいて北朝鮮工作員に手引きをしたこと、土台人も親族が北朝鮮にいて生活を脅かされる立場であったことなどです。日本には工作員などスパイを取り締まる法律がなく、拉致を立件しようとしても出入国管理法違反などで、すぐ釈放せざるを得ず、犯人が野放しであったこと、日本が北朝鮮との国交正常化を優先し、拉致被害の立証をためらってきたことが、長年拉致が放置されてきた背景であることが見えてきました。
これらの背景は、NHK「未解決事件―北朝鮮拉致事件―」に描かれています。英語版のドキュメントをご覧になったでしょうか。拉致被害の実態は17名程度でないことは、国連をはじめ多くの人々が認識するところですが、日本は北朝鮮との交渉に支障がきたすとして、それ以上の拉致認定をしていません。それが残念でならず、私達家族の苦しみにもなっています。今や失踪者リストの87%の方が60歳を超えています。人生の輝く時期を拘束され人権侵害に遭い、果たして元気なうちに救出できるのかと強い危惧をもっております。

My name is Misa Morimoto, and I have come from Japan representing the Families of Missing Persons Suspected of Abduction by North Korea (FAMP-DPRK). I was here last year as well, and I sincerely appreciate this valuable opportunity. The situation regarding my twin sister, Miho Yamamoto—who disappeared 42 years ago—remains unchanged from what I reported last year; meanwhile, my sister, my family, and I have all grown a year older. My sister, who was 20 at the time of her disappearance, is now 62, and I am deeply concerned about whether she is in good health in North Korea.
In Japan, I am a member of the family association for ‘designated missing persons,’ who cannot rule out the possibility of being abducted by North Korea, and serve as the deputy secretary-general. According to police data, there are 869 such missing persons whose whereabouts have remained unknown for decades after vanishing without reason while young. Among the 470 cases referred to the Investigation Commission on Missing Japanese Probably Related to North Korea (a private organization) for inquiry, my sister is considered a case with a particularly high probability of abduction.
The year before last, our association compiled a list of 535 individuals that had been reported to the police and the aforementioned investigation commission, and submitted it to this Working Group. This list was originally created in 2018 with the aim of filing a complaint regarding North Korean abductions with the International Criminal Court (ICC); since the year before last, we have been refining it to include more detailed information, such as the circumstances of the disappearances and eyewitness accounts. As the whereabouts of one individual have since been confirmed, the list now contains 534 names. Compiling the list revealed a number of insights. For instance, young people aged 10 to 39 accounted for 90% of the 534 individuals; many disappeared at major life crossroads—such as pursuing further education, studying abroad, starting a career, or changing jobs—with students making up a significant portion. Regarding occupations, the list included many skilled workers spanning sectors such as vessels and fisheries; civil engineering, construction, and electrical work; metalworking, machinery, and shipbuilding; education, civil service, and banking; food, dining, and hospitality; beauty and apparel; healthcare and pharmaceuticals; transport and logistics; telephone exchange and building management; agriculture; the Self-Defense Forces; printing; and electric power and nuclear fuel development ( in descending order of the number of people). Disappearances occurred across the entire country, not just in coastal regions. In many cases, personal belongings (such as bags) or vehicles were found abandoned far from the person’s home, and families often reported receiving repeated silent phone calls. My own sister lived in Yamanashi Prefecture—which has no coastline—but disappeared after saying she was going to the library to study for university entrance exams. A few days later, the police notified us that her bag had been found on a beach 270 kilometers away; although we searched the area for clues, we found nothing. Six months later, silent calls began, and over the course of four years, we received 15 such suspicious calls.
In 2002, North Korean General Secretary Kim Jong-il admitted to the abductions and apologized; however, he returned only five victims and their families, while aiming to secure substantial economic aid from Japan. It became clear that the regime lacked any regard for human rights. Investigations conducted over the past three decades or so have gradually brought the truth about the abductions to light. One major challenge—also highlighted by the working group—was the extreme difficulty of presenting concrete evidence proving North Korea’s culpability. We learned that abductions took place even in prefectures with no coastline; that local collaborators existed in various regions to guide North Korean agents; and that these collaborators were often in a vulnerable position, with relatives in North Korea whose safety was threatened. It has become clear that the long-standing neglect of the abduction issue stems from several factors: Japan lacked laws to crack down on spies and agents, meaning that even when authorities attempted to build a case regarding the abductions, they were forced to release suspects—leaving the perpetrators at large—due to minor charges like immigration violations; furthermore, Japan prioritized the normalization of diplomatic relations with North Korea and hesitated to officially confirm further abduction cases.
These circumstances are depicted in the NHK documentary *Unsolved Cases: The North Korea Abduction Issue*; I hope you have had the opportunity to view the English version. While the United Nations and many others recognize that the true number of abduction victims exceeds the officially acknowledged seventeen, Japan has refrained from designating additional victims, fearing it might hinder negotiations with North Korea. This is deeply regrettable and a source of profound suffering for our families. Today, 87 percent of the individuals on the list of missing persons are over the age of sixty. Having had the prime years of their lives stolen and their human rights violated, we have great concerns about whether they can be rescued while they are still in good health.
In this situation, the fact that the working group has advanced investigations into the missing persons—and has demanded information on their safety and guarantees of their human rights from North Korea by citing specific names—has given us great hope. It has fostered the hope that we might one day reunite with our beloved family members. We will continue to speak out without giving up until the day we can hold our loved ones in our arms once more. We earnestly ask for your understanding regarding the reality of the abductions committed by North Korea and request your continued support for our families.
