（日本語訳文） 2008年7月4日 米国国会議員の皆様へ 私たちの組織、特定失踪者問題調査会（COMJAN）は日本に拠点を置き完全に独 立した団体であり、日本人拉致被害者の救出と政治犯収容所や脱北者の虐待など の北朝鮮に関わる人権侵害の改善を目指しています。 私たちは日本において北朝鮮による拉致被害者の救出、政治犯収容所や脱北者問 題など人権問題の改善を目指して活動をしている民間団体です。 ブッシュ大統領が北朝鮮に対するテロ支援国家指定解除を決定し、議会に通告 しました。これは日本の中に大きな衝撃を与えましたが、私たちは今回の決定に は3つの意味で重大な問題が存在すると考えます。私たちは米国が自由と民主主義 を共有し、その実現のために尽力しておられることに敬意を表します。それ故に 本件について米国民の皆様に再考をお願いする次第です。 １、自由と民主主義に背く決定 いうまでもなく北朝鮮は世界でも最悪の人権状況の国家です。そこには言論の 自由もなく、人口の１％を政治犯として収容所に閉じこめられており、この10年 余りの間に少なくとも人口の10％以上が政策的餓死、ないし飢餓による病死に至 っています。21世紀の今日、内戦も起きていない国で餓死者が出ているのは北朝 鮮だけです。それ自体が大きな人権問題を抱えている中国に、20万とも言われる 人々が人権問題のために中国に逃げ出しています。 それらすべての人権侵害の原因は金正日独裁体制にあります。それにもかかわ らず、米国の決定は圧政を長引かせるものであります。今回の決定は現状からの 解放を渇望している北朝鮮人民にとって、貴国に対する希望を失望へと変えるも のと言わざるをえません。 ２、日米同盟へのダメージ 今回のテロ支援国家指定解除決定は、核問題の進展のためのものであるはずで す。しかし、このやり方で北朝鮮は唯一最大のカードである核を廃棄するでしょ うか。私たちには14年前、1994年の北朝鮮核危機におけるジュネーブ合意の失敗 を繰り返しているだけにしか見えません。 我が国は唯一の被爆国であり、広島、長崎の惨害には被爆から63年が経過した 今日でも苦しみ続けている人がいます。その私たちの目からみたとき、今回の合 意は核抑止力を貴国に依存している日本にとって核の危機をより高めるものとし か思えません。 もちろん、拉致問題の解決のためにテロ支援国家指定が大きな圧力になってき たことは事実であり、その意味も含めこれまで両国の信頼の上に築かれてきた同 盟関係が今回の決定で毀損されることを私たちは深く憂慮します。 ３、拉致被害者・家族の失望 ブッシュ大統領は2006年4月、13歳のとき北朝鮮工作員によって拉致された被害 者横田めぐみさんの母、早紀江さんに会って下さいました。それが家族のみなら ず、日本人すべてにとってどれだけ力強い励ましになったか分かりません。面会 の後大統領は「ホワイトハウスに来て以来、最も心を動かされた面会の一つだ。 信じがたいのは国家が拉致を承認したことだ。国家の指導者が小さな子供の拉致 を奨励したことことは想像することさえ困難だ」と言っています。 クリスチャンであるめぐみさんの母、横田早紀江さんは同じクリスチャンであ る大統領の言葉を今も信じています。私たちは心の底から大統領がお母さんに語 ったことをやり遂げていただくことを期待しています。 もちろん、私たちは米国政府に「拉致問題を解決して下さい」とお願いするつ もりはありません。これは私たちの問題であり日本国政府と国民が解決すべきこ とです。また、米国の政策の優先順位は米国民が決めることであり、米国の国益 から考えれば拉致問題より核問題が優先することは理解できます。 しかし、今回の決定は優先順位が高かったはずの核問題の解決にも逆行し、米 国がこれまで推進してきたはずの自由と民主主義という価値観にも背反するもの であります。 私たちは皆様が私たちと共に行動して下さり、拉致被害者と、今北朝鮮で苦し んでいる2000万の人々が一刻も早く自由を享受できるように、今回の決定を再考 して下さることを切に期待する次第です。 敬具 特定失踪者問題調査会代表 荒木和博（拓殖大学海外事情研究所教授） 賛同者 青木英實（救う会福岡） 松尾秀雄（救う会いばらき） 川添友幸（救う会神奈川） 河村裕子（東京ブルーリボンの会） 清水仁（山本美保さんの家族を支援する会） 北村芳正（長崎拉致被害者救出ネットワーク） 森田和博（救う会高知） 近藤誠（桜応援団） 武藤政春（埼玉しおかぜの会） 森田優（救う会三重） 颯佐正俊（予備役ブルーリボンの会） 中村実（救う会千葉） 松田紗織（拉致問題全般研究会） 田久保忠衛（民社人権会議） 安藤哲夫（救う会宮城） 大野トシエ（群馬ボランティアの会） 松村讓裕（救う会秋田＜秋田地区＞） 伊藤田雄三（救う会大分） ※賛同者は名前のアルファベット順ですが、英文を見ていただいておわかりのよ うに救う会神奈川の川添代表の名前を間違えてHideyukiにしてしまい、その順番 で並べてあります。この場を借りてお詫び申し上げます。 （以下原文） July 4, 2008 Dear United States Congresspersons, Our organization, The Investigation Commission on Missing Japanese Probably Related to North Korea(COMJAN),based in Japan, completely independent, aims at rescuing Japanese people abducted by North Korea and improving North Korean human right violations such as political concentration camps and cruel treatments of North Korean defectors. Japan was considerably shocked to know that the President George W. Bush notified the Congress of his decision to remove North Korea from the list of terrorism sponsoring states, which we believe contains the following three critical problems. We respect you because the United States shares the values of freedom and democracy with Japan and you are the driving force to realize it. That is why we solicit your reconsideration of this matter. 1. Decision against Freedom and Democracy Needless to say, North Korea is one of the worst countries in terms of human rights violations. There is no freedom of speech; one percent of the population is detained in concentration camps as political prisoners. At least over ten percents of the population have died of starvation due to the misguided policy of the regime and sickness also caused by that for the last decade. North Korea is the only country where people starve to death without any civil war in the 21st century. As many as 200,000 people are said to have escaped to China causing serious human right issues. All of the human right violations attributes to the Kim Jong-ill dictatorship. Nevertheless, the United States decision may help the tyranny prolong its life. We would have to say that it has turned most of North Koreans expectation for your country to disappointment although they really crave for emancipation from the current status. 2. Damage to the Japan-United States Alliance The United States intends only to make progress on the nuclear issues by deciding to remove North Korea from terrorist list. However, will the regime abandon the nuclear actually, which is its only and most powerful diplomatic card? We are concerned that the United States administration might repeat the same mistake just as the Geneva Framework Agreement did during the nuclear crisis in 1994. Japan is the sole country that has ever experienced the tragedy of the atomic bombings. Still now, 63 years after that, Hiroshima and Nagasaki victims are suffering from the aftereffects. In Japanese eyes, the United States decision this time would be nothing but aggravating of nuclear risk to Japan, whose nuclear deterrence totally depends on the United States. It is obvious that the listing of North Korea as a terrorism sponsoring state has been enormous diplomatic pressure on that country in solving the abduction issues. All the more, we are afraid that this decision would damage the alliance that has been built on firm trust between Japan and the United States. 3. Disappointment of Abductees and Their Families In April 2006, President George W. Bush had the kindness to meet Mrs. Sakie Yokota, the mother of a Japanese abductee Megumi Yokota, a girl who was kidnapped by North Korean agents at the age of 13. You could imagine how much this event heartened not only the families of abductees but also all the Japanese people. After the meeting, the president stated, ''I have just had one of the most moving meetings since I came in the White House. It is hard to believe that a state would approve abduction. It's difficult for us to imagine that a leader of any country would encourage the abduction of a young child. '' Sakie Yokota, a christian mother of Megumi still trusts the remark made by the christian president. We hope from the bottom of our heart that the president could carry out what he said to the mother. Of course, we do not mean that we are asking the United States government for solving the abduction issues because we know that the Japanese government and people should settle them by ourselves. Furthermore, we understand that the priority of United States policies is decided by United States people and the priorily of your policies would be the nuclear over the abduction issues. However, the decision this time would run counter to the way for the settlement of the nuclear issues, and goes against the principles of freedom and democracy, which the United States has been promoting. We sincerely wish that you woould kindly join our campaign and reconsider the decision so that both abductees and 20 million North Korean people in distress would be able to enjoy freedom sooner.?
